Make a chart like the one below, in which O indicates the locker is opened and C means the locker closed.

All lockers whose numbers are perfect squares will remain open. All other lockers will be closed.

Extension:

To be left open, a locker must have an odd number of factors. Only perfect squares have an odd number of factors; all other numbers have an even number of factors.
