Materials: Spinner, large sheet of paper, index cards

Places in the Chart

Draw a place-value chart showing thousands place through ten-thousandths place. Make sure that an index card with the shorter sides at the bottom and top will fit in each place. Label the sections of a spinner with the digits 0-9. Make two sets of cards containing the digits 0-9. (Turn the cards as indicated above.)
Work in pairs. Decide which pair will go first. One partner in the first pair spins the spinner. The partners then decide where on the chart to place the card showing this number. Once a card has been placed on the chart, it cannot be moved. Taking turns at the spinner, the partners continue, until all the places on the chart have been filled. The other pair repeats the procedure but tries to form a greater number than the first pair's. Play several rounds.
